CFL Watt Ratings and Lamps

I have a lamp that is rated for a 60W regular type A bulb. Can I install a CFL that is rated to output the equivalent of 75W while only using 20W? What if I wanted to go a step higher and use a CFL with a light output of 100W that used around 30W of energy? Is this safe?

A bulb that uses 20 watts is a 20-watt bulb, no matter what other information the marketing department puts on the package.
