I'm planning a kitchen renovation and want to install ceramic tile as a counter top. Can I install on existing laminate counter, with a course sanding, or would you recommend I remove the laminate?

I recomend building a new counter top, especially if the old one has any loose laminate, a rolled up drip edge, or swelling seams. See this post:
