I have a large converted detached garage now being used as a bedroom, approximately 17' by 17', that needs to be heated. I have electrical service, and the room has been heated by a space heater until now. I worry that it isn't really very safe, and would like to install electric baseboard heating. We live in Palo Alto, CA, so it doesn't get too cold, but the evenings are chilly in the winter.

Can you recommend how much heat I need and the best way to go about it?

Since it is one open room, you can put in more than the bare minimum and not cause a problem. I would think that one 6 foot piece of electric baseboard should fight off the cold unless it gets into the 40 degree range.
