Im in process of pouring my basement foundation in central New Hampshire. The footings and walkout frost wall are completed. The full foundation walls will get a treatment of 2" Dow PS insulation on the outside walls. The floor will also get the same treatment. Should I insulate the frost wall foundation? I dont believe it will be much of a factor since the floor and walls will be insulated.

By all means insulate the frost wall too. One of the concerns with a walkout is the exposure of your footings to freezing temperatures near the walkout.
