We have a stand alone garage that we just put a new rubber roof on. We are turning it into a woodshop and would like to insulate so that winter use is an option. It will have a gas furnace so we don't want to have a large bills. We purchased the fiberglass rolls that go between the joists, but wonder if we have to have a space between them and the roof for any ventilation like you do in a house attic. Any ideas will be appreciated.

Yes, you do.
Presuming your garage is a 'shed type' roof (single slope) this can be accomplished by installing soffit vents in the lower section eaves and installing gable vents in the side walls of the high part of the attic.

It is a cement block bldg, block goes up above roof. No eaves to vent. We went a purchased rafter mates today to put above insulation, but since we have no eaves to vent, we were planning on just not taking them tight to walls, leaving a space for air. Then installing insulation over them but again leaving space at the end of the wall. so air in garage will be the only air to it. The open ends will be at the front and back of the garage. When we heat this garage I hope we won't develop a moisture issue.
