While my a/c is running a loud clicking noise has been from the fan housing upstairs recently. The clicking has become lounder and more persistant lately.

It sounds like a relay switch is clicking on/off continuosly. I called a couple of local a/c repair shops and was told if my a/c works it's probably best to let it go until it fails... While I admire the fact that they weren't trying to rip me off, the noise is bothersome.

I opended up the panels near the filters and observed what appeared to be a relay connected to a housing with several wires attached. Is this something I could purchase at a local hardware store and install?

You may have a motor that is wearing out in the shaft and bearing area, allowing a bit more movement with the shaft (play). You may be able to look at the blower wheel and housing clearance and determine which direction (in or out) the blower wheel could be moved slightly.

It could be a relay (the odds are against it in my experience) but don't go buy one on my reccommendation from here! Check the play in the blower wheel, in fact, now that I think about it even more, check your blower wheel integrity pretty close, you could have one trying to come apart or it has actually loosened on the shaft. Be careful by turning the power off completely to the unit while working on it. Leave that leaving the power on and saying to yourself 'there's no need to do that!' stuff to me. Later,

With the panels off and like said look out just turn the unit to fan on and see if you cant find it this way.
