Should I coat my Harly chrome with something to prevent surface
rust? I was told just polish does not do the trick because of condensation
during winter storage. Any ideas?

The real "trick" is to not make a condition where moisture is going to gather. I have seen guys cover their bikes in plastic and bike covers and it only makes it worse by "capturing" the moisture. A final coat of polish should work if you have an area where air can flow and it doesn't trap moisture.
