I have an old aggregate patio (about 14 x 23 ft) that has many divots from missing stones and a couple of long cracks, thin cracks. There doesn't appear to be any settling, but I guess there must be if there are some cracks. I would like to resurface it with tile, but not sure how to prepare the surface and also not sure if the tile will crack due to the exisiting cracks. Would it be better to use some sort of paver? I only have about 3 inches from the top of the aggregate to the bottom of the siding on the house, so brick is out.

The appearance and performance of paver and/or tile surfaces depends largely on the supporting underlayment.
If you put tiles or pavers over an uneven and/or cracked surface, the tiles may eventually crack, and pavers may develop gaps and an uneven appearance.
I know it's unpleasant, but busting out the old cement and relaying the subsurface to accommodate the new surface materials is really the best approach.
