What is the typical height for the shower head/arm placement in a stall shower? According to the diagram contained with the shower stall, it appears to be 70" for the arm and 48" for the controls. Does this sound right? I know I can set the height to the tallest person in the household, but I'm trying to consider typical/average height.

Most instructions that come with the appliance are set at averages. Not everyone is average so thats where you have to decide whats best for you. Good luck.

As majakdragon suggested, not everyone is average so you have to find a happy medium. I find with my clients that setting the shower arm at 79" works great. I think most manufacturers suggest between 72" and 78" inches. I personally don't like the 72" level as you have to bend down to shower your head if you are 5'10" as I am! It accommodates the tallest person well yet does well for shorter folks.

The shower handle is almost always placed at 48".

all our shower heads were really low, and even i had to bend down to get under them, and i'm only 5'4"! so we've replaced all our shower heads with the "snake" kind, where there's an arm about 18" long that's bendable. for my tall husband, we have it snaked up in an "S" shape so that the shower head is actually higher than the place where the connection into the wall is (gaining us about 12" from where the old head would've been). and when our kids are ready to start showering, we'll be able to lower it quite a way down for them. it's great for rinsing the shower after scrubbing it, too. i can actually even rinse the wall with the head/controls!

You could have it on the ceiling if one so desires, get a rainbird shower head.
