Can playing a sub-quality DVD/CD, or scratched/old cd/DVD damage the DVD player ?

Yes and no - a scratched-only CD/DVD won't hurt the player (other than the skipping, but that is minimal, if it's too bad, the player will shut down.)
Since CD/DVD players use a laser to read the disc, they do not actually touch the disc.
However, if you have a "dirty" disc, then it could potentially damage the player. Get a good CD/DVD disc cleaner and give it a try. That will make sure the discs are not "dirty".
