Water drains out of toilet bowl over period of time. Before you can use toilet have to flush to get water back in bowl.

You need to open a clean-out plug and snake the main drain and go up on the roof and clear and flush the stack with a water hose sprayer.
If your bowl doesn't fill to normal, check the holes under the rim of the bowl for mineral clogging. Ream them out with a piece of stiff wire.

undefinedI have checked the drain pipe and the fill holes. I still have water slowly draining from toilet bowl in upstairs bathroom. Other toilets work well. any suggestions? Sounds like you could have a crack in the toilet itself and you have been lucky it is running down the drain and not through your downstairs ceiling.Mike has already given you the other things to check (except you didn't mention the vent stack) so it's getting narrowed down. Good luck and post back.
