My husband and I have bought a new condo (middle floor) which we move into next week. We want to make two small improvements - crown molding and install recessed lighting - to reduce its retro appearance. Neither of these will look good with our current 'popcorn' ceiling. I have heard three options and am not sure which will be the best option (and quickest) for getting rid of this ceiling - a little help? We are novices, but we will have help from someone with more experience.

1. Remove popcorn ceilings with water and scraper **note, this condo was built in 1980**

2. Install 1/2" sheetrock over the ceilings, remud and sand

3. Take down current ceiling, install new wiring and brackets for recessed lighting, re-hang ceiling.
(will this require a city permit?)

Remove the popcorn, cut the holes and wire for the cans, skim coat, install the crown and prep. for finish, install the light fixtures, then paint.
