Hello,
I have a normal Samsung TV that is about 5 years old and i was watching a dvd and all of sudden the picture turned a greenish blue shade and there were red horizontal lines across the screen. It stayed this way when i wanted to watch tv too. When i clicked on the tv/video/svideo button the screen used to be black now it is red. I took my tv to a repair shop and the guy said that everything inside looked okay. But when i got it home it started to act up again. This problem happens off and on and is really anyoying any help would be great:)

This has all of the classic signs of a shorted picture tube. If you tap on the neck of the picture tube and conditions change you can verify the condition.

Most CRT Testers have a built in "shorts removal" function but I have rarely had any luck getting it to work properly. A short just happens as a part of the aging process where something either sluffs off or sags/shifts causing two elements within the tube to make contact. Sorry but it looks like time for a new set because cost of replacement of the tube will be almost as much as a new set.
