What is the correct RPM for drilling 1/8" holes into 1/8" steel?

As long as its not stainless steel I recommend the follwing: fast drillmotor speed , light steady pressure on the material, plenty of lube oil no matter how many holes are to be drilled

I use roughly 1200 rpm for 1/8" and 600 rpm for 1/2" in mild steel.
Sizes in between these will vary proportionately.
