shades and metal window frames?

I just bought a new house and was installing some roman shades on the outside of the window frames, but I ran into a problem. I have tried to drill holes for the screws up to 2 inches above the window, but the drill always hits a metal frame about an inch into the drywall. How far does this frame extend from the edge of the window, and what should I do?

Is there possibly a pipe or electrical running behind that header? They will guard that stuff w/ metal so the sheetrockers don't screw into it but I have never heard of pipes or electrical runing near a window header but that doesn't mean that it hasn't been tried... :rolleyes:
