My husband and I removed wallpaper that had been put directly on the drywall. The drywall paper started to peel all over. Someone at Home Depot said to put mud on it so we did but the paper is bubbling underneath. What do we need to do to repair the peeling and bubbling so we can paint? We are ready to give up! Help!!!

Hello & welcome to the forums.

Cut out the peeling & bubbled areas and then primer the whole thing with a product called Gardz, made by Zinsser. This will seal everything up so you can mud w/o the bubbles and peeling. Once you have everything smoothed out & sanded, apply another coat of primer and then your ready to paint.
