Recently the landlord replaced installed a fluidmaster 400A, (and took the box and instructions with him) since then the toilet has been running. I went to Home Depot and bought a new flapper, and that has not helped. The tank fills and goes into overflow. The man at Home Depot showed me how to raise and lower the float, and lock it into place, but this is not working either. I don't think that I have it adjusted correctly. Not sure how high it should be. Should the very top of the fluidmaster be at the waterline line? I have tried pinching the clip as instructed in another thread and still the water climbs, and I get can't get it to stop running.

I have adjusted the chain too. Is there any hope?

If you raise the float up manually, will the valve shut off? If so, you will need to adjust the float level properly. If not, than there may be something in the valve itself preventing it from shutting off. Here is a site that may help:

Silly question, but how do I lift the float manually? How do I lower the water level? by moving the float up, or by the clips? I don't seem to be able to control the water level.

You lift the float cup manually by lifting it with your hand.
There should be a horizontal indentation inside the toilet tank to indicate the proper water level for it.
The clip slides up and down the rod to adjust the level of the water with the float cup.
If it's too high, pinch the clip and slide the clip down on the rod. Raise the clip to adjust the water level higher.
