Lighting, Light Fixtures, Ceiling and Exhaust Fans - kitchen flourescent code requirement

I'm aware that the current code requires the primary lighting of a kitchen to be flourescent, but wonder if it says anything above and beyond that? For example, does it say anything about the type of fixture required?

Are we talking surface-mount 2'x4' 4-tube boxes? What about recessed 2-tube boxes? What about recessed cans with flourescent bulbs in standard edison sockets? Would that qualify? Or would the *potential* to install incandescent bulbs disqualify those fixtures?

Also, are there any gotchas in the definition of "primary" lighting? What if you intend lots of task lighting, so the central fixture wouldn't need to be as massive? Must the "primary" flourescent fixture be of a certain size, location, wattage, lumens?

I believe that the code to which you refer is only a California thing (and maybe a few other areas). Are you in California? Please identify your location so that hopefully somebody from your area can provide you with the specifics you are seeking.

Eventually I'll probably have to ask our local building department, or just wait until I have final plans for them to complain about, but they seem to hate pesky citizens like myself bothering them about what if any changes they've made to local code before submitting a plan check fee. :-D
