I want to install Ceiling Light Fixture in three bedrooms, each room has single switch that control one plug outlet.

My Question is how can I rewire this Switch to control the Ceiling Light
and leave the Plug outlet active or I can use Dual Switch in Single Plate - one switch to control Ceiling Light, one switch to control the plug outlet.

Please list the procedures to follow to make this happen.

It depends on how it is wired now and if you still want the receptacle switched.
If you still want the receptacle switched you will probably need to fish a wire to the receptacle from your new light location.
If you want to change the receptacle to always on then yo can fish the wire to the switch.
How it is wired depends on how you want to do it.
