What is it for? I have a few tapes with a diamond every 19 3/16". Not as obvious as the 16"O.C. markings for framing but they are there.

Thats for on center for the new man made joist. If you use the 1" plywood floor on them. You set them at the 19 3/16". We still go 16"on center and the 3/4 floor.
