I have a deck that doesn't get enough sun therefore the soil underneath never dries out. What can I do to fix this problem. Tree trimming is not an option.

Shade will slow drying, but won't prevent it, as long as there is ventilation. Is your sub-deck open or enclosed? If it's enclosed, treat it as a crawl space and put down a vapor barrier (do a search on crawl space).

If it's open, my guess is you have a drainage problem. Dig down a few inches on a dry day, and if the soil is wet (not just damp), you have a drainage problem.
