we recently purchased a home and we have removed the wallpaper on a half wall in the kitchen to find wallboard underneath. some of the wallboard was torn removing the wallpaper but none of the gypsum is exposed. can we sand this to smooth it out and what do we need to do before we paint? the top half of the wall that was painted has a rough texture to it. thanks for any and all help!!

Where the paper surface of the drywall came off, apply "kilz" or similar product, sand, and apply drywall compound or spackling, sand, prime and paint.
The rough texture on the upper portion is probably adhesive. Apply an equal proportioned mixture of vinager and hot water, it should soften for removal.
