Hello,
sorry if I don't know all the technical names. What I want to do is get a tile suitable for outdoors and tile under my back yard patio. not sure what type of tile to use for out doors, but my main question is what is the Best way to go about it. what material are needed? and what advice for doing the job could you give a rookie who just likes to do things himself so he has a sense of pride.

You need porcelain tile. As it is freeze / thaw stabile. Also with outside installations, where they could get wet and freeze, use a non-modified thinset.

I have a question, the cement floor I would like to cover has drainage issues, who ever layed it before I bought the house did a poor job. it puddles in the middle. is there any way to level it out using a thicker amount of thinset in the area that is lower, is this ok or am I just SOL
any help to remedy this issue would be appreciated, besides changing the concrete :(

You can screed off a 1x with thinset first and let it dry. This will give you a slope, to work off, instead of trying to make it work in a lot of mud, and backbuttering.
