Does anybody have or know where i could get a copy of the Compass Downloader for windows at a cheap price? Thanks for listening.

Basically, for a dealer it's a free download from Ademco's website. The problem is that it:
1--Only really works with very specific modems (unless you know Hays modem languages well)
2--Takes a special module to direct connect, and then only with some Ademco family panel models
3--Is fairly user unfriendly (and complex).
Basically it's a huge hassle if you don't work on this brand of panels as a regular thing.
Brandon may have it available, but I'm not sure.

It's not advertised. Put it that way.
Expect to pay upwards of $100 for the software - close to $200 with a modem.
As Ron said, it's really only for dealers. Hence the pricing.
You're much better off just using the keypad to program.
