First, the problem. The stars on my front porch weren't built right (a long time ago, recently purchased house). The problem is that it's like the guy who built the stpes didn't measure right and the entire steps are shifted down about 1.5"-2" (bottom step is about 4", next 2 are 9" last is like 11", I think, don't quote me there, but it's gives you an idea). Now, while this doesn't bother me, personally, some people have a real problem with that last step,one person almost fell through the front door another stubbed a toe pretty bad (so bad it was purple).
Now there is another problem, I have never done any sort of concrete work at all.
What is the best approach to fix this? I thought about using a concrete paver and putting them on there with mortar (it's currently carpeted, so looks weren't a consideration). Would this work, and if I had to remove the carpet, could I use a resurfacer product on it to make it look like solid concrete again?
I'm not afraid to attempt concrete work in some form, it's just a matter of finding out the best way of approach.

These steps don't meet code.
It seems as though demolition and reconstruction will be the solution.
