I poured new patio concrete slab (with a help of a friend who said he know how to finish0, but I am not satisfied with final result Slab is not even and few patches are still visible. Is there anything I could do to improve appearance? Is it possible to pour thin (1/2" ) layer of concrete over it?

No, you could not add a 1\2" of Concrete it will be a Big problem. They do make Overlayment Products that can be added to Old or uneven Concrete.

I too have a new cement job that went bad. It was a walk with stairs. I plan to use Quikcrete cement resurfacing mix. Can that be used on the face of the stairs. How is that done successfully?

Not familar with this product. Have used others that are similar. The secrete is to be sure a the surface is 100% clean. A power washer would be handy. It can be use on Step faces yes.
