Google indicates that IPSentry is network monitoring software.

IPSentry is, in fact a network monitoring software program. If you don't even know what it is, it's PROBABLY ok to go into Add/Remove Programs and remove it. I would only recommend that if this is your personal PC. If it's a work machine or tied into some kind of network that's important, leave it alone and ask the administrative powers that be about it.

The "Downloader" stuff is a trojan horse, probably. Run an updated virus scan. That should take care of it.

As you have a virus, you should make sure that your antivirus software is installed properly, always running, and automatically updating itself. If you have no anti-virus software (shame on you), then install something now, either pourchased or free.
