An area of my concrete foundation has eroded exposing the underlying aggregate/stone. I have noticed this same condition with other concrete foundations in my area. Any idea what could be causing this condition and how I can patch the damaged area?

Spalling of the surface of concrete or the pargeting layer added over block and concrete is just normal weathering.
Depending upon where you live, it can the natural result of acid rain running off roofs and splashing onto your foundation.
The repair is simple and generally involves remove any loose concrete or pargeting portar, washing the area then applying new mortar.
