I am building a short cinder block wall that I will be covering. I am using 8x8x16 block. This wall will only be at sitting heighth, 16", I'm guessing. It is not retaining. I have a footing 1 foot deep and a flat shovel wide. How do I configure the rebar when I pour? I've seen it done before but can't remember. I know one goes horizonal along the bottom and there are some vertical members. What is the procedure?

Check code for where you are. Also there are small wire holders to hold the rebars up for you in the footing

1 foot deep and a flat shovel wide

check code there dont sound wide enough.
