Could a shower diverter get clogged from sediment from the water heater? Can it be cleaned? The separate tub has the same problem. I have to clean the sink faucet aerator's regularly, so I'm pretty sure the low water pressure in all my showers have the same problem. My house is only 7 years old, so I'm sure the plumbing is copper.

A showerhead can get clogged with particles from the water heater and from some supply lines, and they can get clogged with mineral build-up.
Remove the showerheads, soak them in vinegar overnight to dissolve any minerals, then rinse them out and see if that doesn't help.

Thanks, I'll try that. They seem pretty clean though, so could the sediment clog the diverter?

Yep. Anywhere debris can get trapped in a faucet can become a restriction.
Take the faucet apart, and turn the water on briefly to flush it out, if soaking and cleaning the showerhead doesn't work.

Yep, I want the same volume of water in my shower head that comes out of the tub spout. I think problem one is the sediment that can build upin the shower head. I change shower heads every two or three years.
The other problem (in my case) is the dang small diameter hose from the diverter to the shower head. Wish I could find one the size of a garden hose -lol.
