Problem is when I shut off the hot water on tub the tap keeps turning even after water shuts off. I have removed the caps on both taps and can see a crack on the inside of hot water tap. The cold water tap unscrews fine but when I try to take the screw out of the hot it turns the water on and won't release the handle. I live in a condo and I don't know where the water shut off is for the taps if thats a issue. How do I get this tap off , as probably that is the problem just a broken tap handle...Thanks

Sounds like you just have a split handle. You don't need to turn the water off to replace valve stem handles. Just get a new matching set of handles, and replace both of them at once.
If they're plastic, cover the drain with a cloth to prevent debris from getting into it, and crush the hot water plastic handle with a pair of channel-lock pliers and then unscrew the screw with it.
If they're chrome handles, you'll need to get an inexpensive handle-puller at a hardware store to pull it off.
