My toilet is not filling after flushing. Water is not running - yes it is on. Any ideas?

The fill valve inside the tank, or the supply shutoff valve is restricted.
I would say your best advice would be the replacement of the fill valve, along with the supply line leading to the valve.
Fluidmaster400A fill valve and a stainless steel flex toilet supply line would be the best repair in your case.
