I live in a basement room and the local thugs have decided that the pathway outside my window will be their gathering place for deviant and stupid discussion.

One idea I had is to buy a small panel of wood about the size of the whole window, then drill some holes in the concrete below the window for a hinge and open and close the wood panel outside as I please.

The problem is the wood is gonna have to be a tight fit in order to block out the noise and it has to have the ability to open and close.

What is the best way of going about doing this?
