OK, as I was painting I noticed the people before me got paint on the door knobs, vinyl siding, etc... (Latex based paint). How can I clean this off?

As well - when I cleaned my brushes (Used latex paint) I couldn't get all the paint off. Should the brush look like new after cleaning or will it be stained in the colour of the paint I was using?

And when I do my exterior windows trim do I need to sand down to bare wood before priming, or just sand so that all the paint chips/cracks are gone and all the buildup on the paint itself has been removed?

Get a can of Goof-Off and try that. You can find it at most paint stores.

They should look pretty clean, but if you are using a deep or dark color, (and most exterior paints also) sometimes the tinting or colorant of the paint is hard to get out. Wash the brush thoroughly in water, then give it a dip or 2 in paint thinner or mineral spirits, and it will remove the colorants.

Any amount of sanding will give good tooth for the primer to grip onto. As long as all the peeling, loose, or suspected trouble spots are taken care of, sand only as smooth as you want it.
