Can anyone recommend a door for basement walkout in a sunkin stairwell? Fiberglass frame maybe? The area sees allot of runoff. & how do I measure for the new one? Rough out opening?

frp (fiberglass) will serve you well. Aluminum flush doors cost a lot more. Stainless is beyond that.
I'm not aware of frp manufacts. in your area, however, take a look here http://www.kayliendoors.com (Southern California). It may be worthwhile to call, n' discus cost, freight, and possibly a local referral. Tell them the R/O size.
