I am adding a patio/deck to my house and am using standard concrete blocks for the knee wall on it. This wall will butt up to the existing poured basement wall. Since the concrete block wall may float I don't want it "permanently" attached to the poured wall. I'm looking for suggestions on best material to use (if any is even required) at the joints to allow limited flexing.

If you don't want to attach the blocks to the wall, then place an expansion joint in the slab between it and the house and erect the wall free standing. You might want to install flexible caulk or flashing to keep water and debris from collecting between them.
