I have a block foundation with deteriorating parging. I know I have to remove all the old loose stuff but I would like to remove all the paint the previous owner had applied before I repair. What is the best suggested mechanical method for removing paint? Also, is it true that if you add regular white glue to your parging mix it will stick better?

Paint is extremely difficult to remove from masonry due to the pores in the finish. A chemical stripper would do the job, but it would be a prodigous undertaking. My thought would be to clean the surface with bleach 25% in water with some tide, and work from the clean surface.
Mechanically: pressure washer will remove only the paint that is failing, wire brushing will damage the blocks and mortar. It may be possible to sand blast with nut shells, but it seems unlikely to work well.
