Bricks, Masonry, Asphalt and Concrete - Concrete patch in basement

A plumber recently finished working on the pipes buried under my basement floor. He jackhammered out the concrete (above the pipe) and then laid new concrete after he was finished.

He was a great plumber, but he didn't do so well with the concrete. It feels very rough compared to the original floor, and is slightly lower. Also, the concrete must have contracted while drying because there is a hairline crack around the perimeter of his job.

I saw some concrete patch at Lowes and was wondering if this could be used to level out the floor. Eventually I'm going to paint the floor, so it doesn't have to be perfect. I just want it to be smooth and without cracks.

Can somebody tell explain the patching process to me, and tell me what tools I'll need. Thanks.

Following the directions on the package, you clean and dampen the area, then trowel the patch in place. It should adhere well on this otherwise new surface.
