How do you replace a shut off valve that is not a screw on replacement. Think that the old valve was somehow heated on. The valve that is on there now when turned off does not cut the water off completely. Is the cut off valve the problem or does this stem from something else?

If it is copper pipe, it may be soldered on.
Turn the main water off, remove the handle, unscrew the cap around the stem, and remove the valve stem.
Replace the rubber washer on the end of the valve stem to see if that doesn't solve the problem.

Allow me to piggy back on this question. I have a shut off valve that is apparently messed up. It won't shut off the water...the handle just turns and never comes to a close. It's also leaking water. How hard is it to fix or replace this? It looks like it's original to the house (which was built in 1985).

Nevermind guys...I figured it out myself. Local hardware store was very helpful. I guess the plumbing forum here isn't that active.

I, for one, happened to be going to my mother-in-law's funeral from NC to Washington, D.C. VERY early on the 25th (650-mile, one-day round-trip with a funeral in the middle)... so I couldn't answer any DIY ?? after your post.
This is a VERY busy time of year for all of us unpaid, volunteer moderators here, so don't expect an instant answer every time.
We do this as soon as we can. Glad that you figured out your problem.
