I bought a new home 3 years ago and the stucco exterior has begun to crumble apart. I realized that the previous owner had put the stucco on without using any type of lathe. Any suggestions on how I can repair the areas breaking apart and prevent further damage.

What is under the stucco? Brick, cinder block, wood, tyvek, OSB?

I actually started scraping it off a bit this morning. It is a thin (1/8'') layer of very sandy stucco that is breaking up on top of a sandy concrete base. It is on a chimney stack.
