Recently purchased an older home, had a leak upstairs that caused paint to peel in downstairs hallway. Want to repaint now that repairs are done. Surface has at least 2 coats of paint and 3 of old wallpaper under paint and over plaster wall. What's the best way to remove all but the plaster?

Depending on the age of the underlying paper, its most likely held on with wheat paste. If you can get a scraper under it, it may scrape off in large chunks. If not, refer the wallpaper forum here, check the faq's and take a look at the stripping techniques for painted over paper.
