Have a small stucco patch that fell off the house near the ground. Will be using Bondex Stucco Patch Repair to restore.

The texture is not smooth. It has raised flat spots that appear higher to a smooth base.

What tool should be used to create a similar finish to the spot's surroundings?

Will a flat mortar tool create create that texture?

I'm not sure I follow you completely. It sounds a little like the "splatter and drag" or "splatter and knock-down" texture found on drywall. How big are the "raised flat spots"? If they're quite small you could possibly use the same method I use to patch drywall. First, patch the surface smooth. Then, splatter the surface with material with something like a whisk broom, allow to set for a little, then knock it down with a broadknife or trowel.
