how would i level the rafters to hang drywall on them

Lay a long straightedge across the rafters to determine where it's high or low, mark problem spots with a pencil & then either plane done of shim out to get things level.
Or you can attach furring (1"x3" or 1"x4") running across the rafters & then hang your ceiling on the furring, but of course you'll give up like 3/4" of head room, which won't be discernable unless it's already a really low lid, below 8'. ;)

I assume the problem is in the middle of the joists.
Is the problem one joist that is too high or too low?
If only one (or two) joist, you could trim the low one or scab the high one.
If they are all over the map, you could force them into submission by adding a strongback to the center of all joists and using timber screws to pull up the low ones while similtaneously pushing down on the high ones.
