I just bought a home in GA which has a full daylight basement. The exterior walls have the insulation kraft facing towards the exterior. Is this correct? Should I turn it around and have the kraft facing towards the interior? Why did the builder install it this way?

Also should I add a vapor barrier (6 mil plastic)?

Paper to the room side.and yes put a 4 mil poly over it then the drywall or panel

I guess he didnt read the print on the paper. You know if he did it that way there I think I woud check the rest of the home.walls and ceiling in the attic also
