We are having a new house built. The builder has been working on another house and the insulation he used was soaked in an uexpected rain storm. He pulled the insulation and was drying it out in his workshop. We're concerned that once the insulation is dried out he will use it in our new house. Can wet insulation be dried out and reused without any future problems? What actions should we take to ensure we have no problems with this insulation.

Just tell him you are paying for a new home and not to use that used insulation in it at all . Tell him now and make sure he dont use it. Its not what you are paying for.
