Hello: spongebobhenry
Several questions here to answer. Start off with painting under coats. Bathroom should be fist painted with an under coat of wall sealer and primer. Than a flat white. Than the final finish coat.
Takes more paint and work to apply the two undercoatings, but in my opinion, final results works best. The 3 coats method works very well for the first time you paint regardless of how many coats of paint already exist.
All future coats years late than will not need a primer and wall seal coat of paint. The primer and sealer coat will help prevent bleed though of the existing coats, covers better and the final finish coat looks better and lasts long. (IMO)
A washable latex final coat helps when kids are around and the paint in some areas needs cleaning. Oil based paints work best in bathrooms. A mildew guard additive to the final coat may help.
Bathroom ceiling ventilator fan helps to reduce moisture buildup as well as some window opening for ventilation.
Regards & Good Luck
