I have interior walls with large, thick spots where the
paint is chipping off. There are obviously many layers.
As I am preparing to paint, I am having trouble smoothing
out these very large and notaable spots. Is there an easier
way to smooth out these walls?

What are you doing to smooth them out? I would sand the edges and use joint compound to fill the low areas.
