I'm painting dresser red white and blue for my kids room.

I first used red devil tomato red latex enamel and it turned out awful!! for the blue I have a blue oil based enamel and it looks great. I want to paint over the red with oil based emamel but don't no if I need to sand off the latex or just paint over the latex with the oil with no prep. I just started painting about an hour ago.

Oil can be painted over latex, no problem, if the latex is clean and tight.

what does that mean, clean and tight? does it need to cure before I paint over it? the man from lowes said to wait for 2 days then paint. I was hoping I could paint sooner than that.

Yes, you should let it dry at least 2 days. If the latex isn't fully dry, it will never dry under the oil. When the oil dries, it would then peel up the uncured latex.
