Touching up can be done if paint color can be matched up. Not so easily done but possible. Entire color changing every difficult to accomplish.
The existing finish is a baked on enamel, which does not allow any painting to adhere to it's surface very well. Entire enamel surface would have to be removed, re primed and painted over.
Very difficult task to accomplish as a do it yourself project. Nor is it usually worth the costs to have it redone professionally in any painting shop or used appliance refurbishing shop.
