I'm totally new to gardening, and I'm trying to figure out when I am supposed to mulch my plant beds? Fall? Spring?

Understanding how mulch works is the key.
Mulch is Man's way of doing what nature does naturaly. Bare soil is prone to wash away, grow lot's of weeds & dry out very fast. So after you plant your garden would be the time to mulch.
What to use for mulch is very important also. We planted our Garlic last fall & mulched it with shreaded paper, now we have shoots poping up in rows. After we plant the Tomatos we will put the mulch down, late April.

Much at both times of the years. I also use shrreded paper I have a confettie type shredder. Closer to the house I only use the white junk mail and all of the old computer printouts etc. that pile up, on the out edges of the acre of land I use the newspaper print(I think it looks better with out the colored adds and pictures) In the fall I'll rake the old stuff out and put it in compost, In spring I just add more.
